Overview of IFERD Councils
To advance its mission of promoting education, research, and social development, the International Federation for Education Research & Development (IFERD) establishes specialized Councils dedicated to key areas of development. These Councils function as advisory as well as implementation bodies of the Federation and work in close coordination with the IFERD Secretariat. Each Council brings together experienced professionals, academicians, researchers, and practitioners who contribute their expertise to design and implement meaningful initiatives aligned with IFERD’s vision. Councils shall function in coordination with the IFERD Secretariat. Each Council shall have its own executive committee which shall contain maximum twelve (12) members, with the following structure:
- Chairman
- Vice Chairman
- Secretary
- Joint Secretary
- Members (8)
IFERD Councils shall function as specialized, domain-specific bodies established to promote focused development, collaboration, and innovation in key areas aligned with the objectives of the Federation.
At present, IFERD has constituted five dedicated Councils to advance its priorities across these focus areas. The Federation may establish additional Councils or restructure existing ones, as may be required, in accordance with its evolving priorities and organizational needs.
- Education and Research Council (ERC)
- Industry and Entrepreneurship Council (IEC)
- Arts and Culture Promotion Council (ACPC)
- Social Welfare and Development Council (SWDC)
- Youth Empowerment and Leadership Council (YELC)
Executive Committee of each Council shall serve as the primary body responsible for planning, coordination, and implementation of the Council’s activities and initiatives. It shall function in proper coordination with IFERD Secretariat and shall ensure that all programs and actions of the Council are aligned with the objectives and policies of IFERD. The Executive Committee shall function as a specialized body responsible for providing expert advice, professional recommendations, and strategic guidance to the IFERD Secretariat and other authorities of the Federation on matters related to its respective domain.
The Committee shall contribute domain-specific inputs for the development and implementation of initiatives, programs, and activities aligned with the objectives and mission of IFERD. Executive Committee shall conceptualize, plan, and implement academic, professional, industry-oriented, and community-based programs, including conferences, seminars, workshops, training programs, outreach activities, and other knowledge-sharing initiatives. It shall promote research, innovation, and intellectual exchange through publications, academic forums, discussions, and professional engagements. The Committee shall also foster collaboration among academic institutions, industry bodies, government agencies, civil society organizations, and other stakeholders at national and international levels, while facilitating coordination with other IFERD Councils and Chapters for integrated and multidisciplinary initiatives. Executive Committee shall further support the development of skills, competencies, leadership, and capacity-building among students, educators, professionals, and institutions through structured programs and initiatives. It may constitute Sub-Committees for the effective execution of its activities and shall appoint officers and members to such Sub-Committees as required.
The Committee shall review and assess the progress, effectiveness, and impact of programs and activities undertaken by the Council and its committees and shall guide and support IFERD Chapters in implementing Council-related activities at international, national, state, district, and institutional levels. Executive Committee shall ensure that all its activities and initiatives remain aligned with the vision, mission, objectives, and policies of IFERD. It shall submit annual activity and progress reports to the Secretariat for presentation before the Assembly and shall perform such other roles, responsibilities, and functions as may be assigned by the IFERD Secretariat or other competent authorities from time to time.
Executive Committee of Councils shall have the authority to establish sub-committees to achieve the Council’s objectives, with the consultation of the Secretariat. Size of sub-committee shall not be more than fifteen (15), with the following structure:
- Chairman
- Vice Chairman
- Secretary
- Domain Expert Members (12)
Sub-Committees constituted under the Councils shall function as specialized and task-oriented units to support the execution of specific functions and activities within defined domains. These Sub-Committees shall operate under the supervision and direction of the Executive Committee of the Council and shall be responsible for implementing assigned tasks. They shall regularly report their progress and outcomes to the Executive Committee, support the Executive Committee in achieving the objectives of the Council, and perform such other tasks as may be assigned by the Executive Committee from time to time.
The Chairman, Vice Chairman, Secretary, Joint Secretary, and Members of the Executive Committee shall be designated as Officers of the Executive Committee of the Council. The Chairman shall lead the Council, preside over its meetings, provide vision and strategic guidance, and represent the Council before the IFERD Secretariat and the Assembly. The Vice Chairman shall assist and support the Chairman in the discharge of his/her responsibilities and, in the absence of the Chairman, shall preside over meetings, supervise key projects and initiatives, and ensure effective coordination among committees and members of the Council.
The Secretary shall be responsible for maintaining official records and documentation of the Council, preparing meeting agendas and minutes, coordinating with the IFERD Secretariat, and managing communication and correspondence with members and relevant stakeholders. The Joint Secretary shall assist the Secretary in the execution of his/her responsibilities and may perform the functions assigned to the Secretary in his/her absence.
Members of the Council shall contribute their expertise and professional experience to support the objectives and activities of the Council. They shall participate in deliberations and decision-making processes, assist in the planning and execution of programs and initiatives, and act as mentors, advisors, or facilitators wherever required. Apart from the above-mentioned roles and responsibilities, all office bearers and members shall also carry out such other duties and responsibilities as may be entrusted to them by the IFERD Assembly, the Board of Directors, or the IFERD Secretariat from time to time.
The Chairman, Vice Chairman, Secretary, and Members shall constitute the Officers of the Sub-committee. The Chairman of the Sub-Committee shall lead the Sub-Committee, set priorities for its activities and initiatives, and report the progress and outcomes of its work to the Executive Committee. The Vice Chairman shall assist and support the Chairman in the discharge of his/her responsibilities and, in the absence of the Chairman, shall perform the functions assigned to the Chairman and oversee specific tasks, projects, or initiatives entrusted to the Sub-Committee.
The Secretary of the Sub-Committee shall be responsible for maintaining official records and documentation of the Sub-Committee, preparing meeting agendas and minutes, and coordinating with the Executive Committee of the Council regarding the activities, decisions, and progress of the Sub-Committee. Members of the Sub-Committee shall undertake assigned responsibilities, contribute their knowledge, expertise, and professional skills, and support the effective planning, coordination, and execution of projects, programs, and activities of the Sub-Committee. Apart from the above-mentioned roles and responsibilities, all office bearers and members of the Sub-Committee shall also carry out such other duties and responsibilities as may be entrusted to them by the Executive Committee of the Council from time to time.
In order to ensure effective governance, leadership quality, and alignment with the objectives of IFERD, the following eligibility criteria shall apply for individuals holding leadership positions within the Executive Committees and Sub-Committees of the Councils:
- A Fellow Member of IFERD having substantial experience and demonstrated expertise in the relevant field shall be eligible for appointment as the Chairman or Vice Chairman of the IFERD Councils and sub-committees constituted under these councils.
- A Fellow Member or Associate Member of IFERD possessing significant experience and knowledge in the relevant field shall be eligible for appointment as the Secretary and Joint Secretary of the IFERD Councils and sub-committees constituted under these councils.
- A Fellow Member or Associate Member or Primary Member of IFERD who possesses relevant experience in the concerned field and demonstrates a strong commitment to the objectives of the Federation shall be eligible for appointment as a Member of the IFERD Councils and sub-committees constituted under these councils.
Chairman, Vice Chairman, Secretary, Joint Secretary and Members of the Executive Committee of Councils shall be appointed by the IFERD Secretariat.
Executive Committee of the respective council shall appoint Chairman, Vice Chairman, Secretary and Members of sub-committees. The term of the Chair, Vice Chair, Secretary, Joint Secretary, and Members of the Executive Committee and sub-committees of each Council shall be one (1) year, subject to reappointment based on their contributions. Officers and Members may be relieved of their responsibilities prior to the completion of their tenure in the event of inactive involvement in the activities of the Federation.
Executive Committee of the Councils shall meet at least twice in every quarter, or as may be required, to review its activities, plan initiatives, and monitor the implementation of programs aligned with the objectives of IFERD. Reasonable notice of every Council meeting shall be given to all members of the Executive Committee, specifying the date, time, venue, and agenda of the meeting. The quorum for a meeting of the Council shall be one-third (1/3) of the members of the Executive Committee or three (3) members, whichever is higher. Members may participate in meetings through video conferencing or other audio-visual means, and such participation shall be counted for the purpose of quorum. The meeting shall be presided over by the Chairman of the Council. In his/her absence, the Vice Chairman or any member authorized by the Council shall preside over the meeting. Decisions shall ordinarily be taken by a majority vote of the members present and voting. In case of a tie, the presiding officer may exercise a casting vote.
Special meetings of the Council may be convened whenever necessary to address urgent matters. The minutes of every meeting shall be properly recorded and maintained, and shall be communicated to the IFERD Secretariat for record and necessary action.
Sub-Committees constituted under the Councils shall meet at least once in every quarter, or as may be required, for the effective planning and implementation of their assigned functions and activities. Meetings shall be convened by the Chairman of the Sub-Committee with reasonable notice to all members. The quorum for such meetings shall ordinarily be one-third (1/3) of the total members or five (5) members, whichever is higher. Members may participate through video conferencing or other audio-visual means, and such participation shall be counted for quorum. Decisions shall be taken by a majority of the members present and voting, and the proceedings shall be properly recorded and reported to the respective Council for review and further action.
