IFERD Secretariat

IFERD Secretariat functions as the administrative and executive arm of the Federation, responsible for the day-to-day administration, implementation of programs, and operational management of the Federation in accordance with the policies and decisions of IFERD Assembly and Board of Directors. It serves as the central coordinating body, facilitating communication among various organs of IFERD, including the Assembly, Board, Councils, Chapters, and Committees. IFERD Secretariat shall consist of not more than twelve (12) members with the following structure: Director General, Deputy Director General, Secretary (4), Joint Secretary (4), and Member (2). The IFERD Secretariat shall be responsible for overseeing the administration, operations, finance, membership management, and other functional areas of the Federation. It shall facilitate and coordinate national and international collaborations, partnerships, and institutional engagements while ensuring the effective implementation of the policies, decisions, and resolutions adopted by the IFERD Assembly and the Board of Directors. 

The Secretariat shall support and coordinate the functioning of IFERD Councils, Committees, and Chapters and may submit recommendations to the Board of Directors regarding the establishment of new Councils and Chapters. The Secretariat shall also be responsible for appointing the Chair, Vice Chair, Secretary, and Members of various Councils and Chapters, as well as functional directors, senior executives, and administrative personnel as required, and defining their respective roles and responsibilities. In addition, it shall supervise the functioning of IFERD Councils, Chapters, and the human resource structure of the Federation to ensure effective governance and institutional coordination. The Secretariat shall further perform any other duties or responsibilities entrusted to it by the IFERD Assembly or the Board of Directors from time to time.The officers and members of the IFERD Secretariat shall play a vital role in ensuring the effective administration, coordination, and implementation of the Federation’s activities, policies, and programs. 

The Director General shall serve as the Chief Administrative Officer of the Federation and provide overall leadership and direction to the Secretariat. The Director General shall also oversee the implementation of policies and programs, represent the Federation in external engagements, and perform such other duties and responsibilities as may be entrusted by the IFERD Assembly or the Board of Directors. The Deputy Director General shall assist and support the Director General in the discharge of his/her responsibilities and, in the absence of the Director General, shall oversee the functioning of the Secretariat and perform the duties of the Chief Administrative Officer. The Deputy Director General shall also undertake additional responsibilities assigned by the IFERD Assembly or the Board of Directors.

Secretary shall be responsible for overseeing administrative operations and monitoring the implementation of programs and activities of the Federation. The Secretary shall coordinate the functioning of Councils, Chapters, and Secretariat activities, maintain records, documentation, and reporting systems, and manage functional portfolios such as membership, finance, research, programs, and outreach initiatives. The Joint Secretary shall assist the Secretary in carrying out administrative and operational responsibilities and, in the absence of the Secretary, shall perform the functions and duties assigned to the Secretary. Members of the Secretariat shall provide strategic advice and professional guidance to support the effective functioning of the Federation. They shall contribute to the implementation of policies, programs, and initiatives, represent the Federation in external forums when authorized, and support policy development, governance improvement, and institutional innovation.

Apart from the above-mentioned roles and responsibilities, all officers and members of the IFERD Secretariat shall also carry out any other duties or responsibilities entrusted to them by the IFERD Assembly or the Board of Directors from time to time. Director General and Deputy Director General shall be appointed by the IFERD Assembly from among ordinary or affiliate members (Fellow) of the Federation. Member of the Board of Directors may also be eligible to be appointed to these positions. The positions of Director General and Deputy Director General may be honorary or remunerated, depending upon the decision of the IFERD Assembly. Appointment of Secretaries, Joint Secretaries and Members shall be made by the Director General, subject to the policy of the Federation. Only ordinary and affiliate members (Fellow and Associate) shall be eligible to appoint at these positions. These positions may honorary or remunerated, depending upon the decision of the IFERD Assembly.

The Director General and Deputy Director General shall hold office for a term of five (5) years and may be reappointed for further terms. The Secretaries, Joint Secretaries, and Members of the Secretariat shall hold office for a term of three (3) years and may also be reappointed for further terms. The Director General and Deputy Director General may be relieved from office by the IFERD Assembly upon the recommendation of the Board of Directors before the completion of their tenure. Other officers and members of the Secretariat may be relieved from office by the Board of Directors upon the recommendation of the Director General.

IFERD Secretariat shall meet at least once every month to review administrative matters, monitor ongoing activities, and ensure effective implementation of the policies and programs of the Federation. Reasonable notice of every Secretariat Meeting shall be given to all members of the Secretariat. The notice shall indicate the date, time, venue, and agenda of the meeting. The quorum for a meeting of the Secretariat shall be one-third (1/3rd) of the total members of the Secretariat or three members whichever is higher. 

Members may participate in meetings through video conferencing or other audio-visual means, and such participation shall be counted for the purpose of quorum. The meeting shall ordinarily be presided over by the Director General or any member authorized by the Director General.  Decisions shall ordinarily be taken by majority vote of the members present and voting. In case of equality of votes, the presiding member may exercise a casting vote, if necessary. 

Special meetings of the Secretariat may be convened whenever necessary to address urgent administrative or operational matters of the Federation. The minutes of every meeting shall be properly recorded, maintained, and circulated among the members of the Secretariat for reference and implementation.
